Bernard J. Eastlund was a physicist who received his B. S. in physics from MIT and a his Ph.D. in physics from Columbia University. He received a Special Achievement Certificate from the U. S. Atomic Energy Commission in 1970 for co-invention of the “Fusion Torch.”
Eastlund was the founder of a small company in Houston, Eastlund Scientific Enterprises Corporation (ESEC). A company providing Scientific, Engineering and Technical Services.
His hobby was astrophysics. Recently he has co-authored two papers regarding pulsars in the Astrophysical Journal and has presented a paper on Gamma Bursters.
In addition, Eastlund is one of the patent holders (US Patent #4,686,605) that led to the development of the High Frequency Active Auroral Research Program HAARP which has been sensationalized in many books as a weapon with the potential to destroy the world by creating a death ray [1] and altering weather patterns.
Bernard Eastlund died on December 12, 2007. In his final days, he continued to explore research in advanced physics topics and applications even holding meetings at his hospital bedside. He is survived by his wife, children and numerous grandchildren.
HAARP Controversy
The objectives of the HAARP project became the subject of controversy in the mid-1990s, following claims some scientists that the antennae could be used as a weapon. These concerns were amplified by Eastlund, who developed some of the concepts behind the HAARP in the 1980s and proposed using high-frequency radio waves to beam large amounts of power into the ionosphere, energizing its electrons and ions in order to disable incoming missiles and knock out enemy satellite communications. Eastlund stated, “Regarding safety. I believe it is the paramount issue. Unless these applications can be shown to be safe no experimentation should be initiated. My Company has adopted safety guidelines which include guidelines prepared by the NAS for global warming mitigation experiments and a few that were added to ensure that the systems are not used for military purposes.” Subsequently, a small group of American physicists aired complaints in scientific journals, charging that the HAARP could be seeking ways to blow other countries’ spacecraft out of the sky or disrupt communications over large portions of the planet. The physicist critics of the HAARP have had little complaint about the project’s current stage, but have expressed fears that it could in future be expanded into an experimental weapon.
The US military became interested in the idea as an alternative to the laser-based Strategic Defense Initiative. However, Eastlund’s ideas were eventually dropped as SDI itself mutated into the more limited National Missile Defense of today. The contractors selected to build HAARP have denied that any of Eastlund’s patents were used in the development of the project. HAARP could not possibly operate in the mode Eastlund suggested. A quick review of Eastlund’s patent and HAARP specifications will demonstrate that HAARP cannot deliver enough energy at a low enough frequency to make Eastlund’s plan work.
After the physicists raised early concerns, the controversy was stoked by local activism. In September 1995, a book entitled Angels Don’t Play This HAARP: Advances in Tesla Technology by Nick Begich, Jr., son of the late Congressman Nick Begich, claimed that the project in its present stage could be used for “geophysical warfare.” The HAARP has subsequently become a target for those who have suggested that it could be used to test the ability “to deliver very large amount of energy, comparable to a nuclear bomb, anywhere on earth,” “changing weather patterns,” “blocking all global communications,” “disrupting human mental processes” and mind control, and “x-raying the earth.” These claims are generally disregarded by scientists and those involved with the project as being completely baseless.

Eastlund’s discovery involved beaming High Frequency (HF) and Extremely High Frequency (EHF) waves, of extremely high power (over a billion watts), directly at a point on the ionosphere. When this was done, the ionosphere became heated from the accumulating electrical energy. You might think of it as “cooking” the atmosphere.
The heated portion of the ionosphere expands like heated plastic and is raised to a higher altitude, causing an atmospheric “bulge.” Eastlund discovered that this bulge was highly reflective to radio waves, and, because of its altitude, it could bounce high frequency radio signals to points well beyond the horizon. Even efficient ELF and microwaves signals, which normally would pass through the ionosphere into space, could be deflected without much loss of strength. He called this heated “bulge” the “lens effect.”
Eastlund’s first patent (US #4,686,605) was for a “method and apparatus for altering a region in the Earth’s atmosphere, ionosphere, and or magnetosphere.” His second patent described the reflection of a second signal, using the ionospheric bulge, to distant locations on the Earth’s surface. Eastlund had been working with the Atlantic Richfield Company, holders of a massive reserve of natural gas under Alaska’s north slope. ARCO bought Eastlund’s first two patents with the understanding that this new technology would make it possible for their natural gas reserves, too expensive to be piped from Alaska, to be converted to electrical energy on the north slope, and then bounced off the heated ionosphere to customers in remote locations around the globe. Also, because Eastlund’s “heaters” could elevate the Earth’s ionosphere, his discovery provided the ability to control weather! Jet streams could be altered, tornadoes could be zapped and rain could be made– anywhere and anytime– right here and right now! But the military had other plans.

***I am sitting here in New England on a very unusually hot evening (low 70′s) for the season. We have had 4 days now of this very hot and humid weather and just in this brief period I have noticed anomalies in the trees and plants. The leaves on the trees appear burned on the edges and seem to be ‘turning’ (changing to their fall colour) in unusual patterns as well as dropping large numbers of leaves apparently turned and burned, while many leaves remain on the trees still green. The entire landscape is looking ragged. Many plants have lost many leaves, including pine trees losing their needles. I have seen old rhododendruns lose many leaves after they turn yellow (these do not lose their leaves in fall naturally), as well as groves of azaleas in which several of the branches were completely dead, while others were blooming just last week! (These are early spring bloomers!) There is a great deal of fungi growing on the trees and on the ground; the water in the resevoirs have an inordinate amount of algae growing in them…
I am researching this technology and offering what I feel is genuinely good information, even if we find out down the road that it is not 100% accurate. I’m not sure I/we will ever know the full extent of either the capacity of this technology or how it is being used today, but surely we know that it is being used and worthy of our research. I encourage all who find this of interest to please do their own research and we can work together raising our consciousness and make a world that we can live in. Perhaps even transform the military into a humanitarian institution??? It’s worth asking…for our children and all living beings that we share this sacred planet with. Can we really afford war? Something just isn’t right and we have a right to know where and how this technology is being ‘researched’.
